SOCIAL AND ECONOMIC SITUATION, FOUR BEGINNING MONTHS OF 2012

As of mid-April, provinces in the South reaped 1,718,900 ha of spring rice, equaling 104.3% from last year’ same period. According to preliminary reports, rice yield of this region was estimated to reach  10.8 million tons, rising 280,000 tons from the same crop last year. This was mainly due to increase in productivity to 120 kg per ha. Together with this, provinces in the South also sowed seeds for 575,200 ha of summer rice, equaling 85.3% from last year’ same period.

As of mid-April, the country had 452,400 ha of maize, 84,800 ha of sweet potato, 156,400 ha of peanut, 52,900 ha of soybean, and 443,100 ha of vegetables, equaling 90%, 90.2% , 90.9%, 47.1% and 99.1% respectively from last year’ same period.

According to preliminary reports, the country’ stock of buffalos and oxen decreased by 7% , only cows rose 10% from the same period in 2011. The stock of pigs rose 3-4%. the stock of poultry rose 5-6%.

Forestry

Genersally in 4 months of the year, the country’s concentrated planted area was estimated to reach  28,000 ha, equaling from lat year‘ same period; dispersed planted trees  reached  79.4 million, up 2.5%; wood production reached 1,431,000 m3, up 9.2%; firewood production reached  9,900,000 Ste, up 2.5% from last year’ same period.

Damaged area was 801 ha, rising 6.5 times from the same period in 2011, of which burnt area was 708 ha, rsing over 13 times; destroyed area was 93 ha, rising 1.5 times.

Fishery


Generally, four months’ estimated fishing production reached 1,546,400 tons, up 4.1% from last year‘ same period, of which there were 1,180,800 tons of fish, up 3.5% and 139,700 tons of shrimp, up 6.4%.

Estimated farmed products reached 706,700 tons, up 4.4% from last year‘ same period, of which there were 538,100 tons of fish, up 3.9% and 102,500 tons of shrimp, up 7.7%.

Estimated caught products reached 833,700 tons, up 3.1% from last year‘ same period, of which sea caught products reached 784,800 tons, up 3.3%.

Industry

Four months’ Industrial Production Index (IPI) rose 4.3% from last year’ same period (paces of the same period for 2010 and 2011 were 7.9% and 10% respectively). of which, the mining and quarrying rose 2.6%; the manufacturing rose 3.8%; the power, gas and water rose 14%.

The consumption index for the manufacturing in 3 beginning months of the year rose 3.5% from the same period in 2011. The stock index as of 01/4/2012 for the whole manufacturing sector rose 32.1% from last year’ same period and  slightly fell 0.5% from the previous month.

The industry in 4 beginning months of the year met many difficulties in production and consumption. That resulted in high increase in stocking, especially for the manufacturing.

Investment

Generally, four months’ realized investment capital from the state budget reached 55.314 trillion dongs, equaling 27.8% of the yearly plan and rising 3.8% from the same period in 2011[1]. Of which, capital under central management was 14.450 trillion dongs, equaling 28.4% of the yearly plan and rising 8.9% from last year’ same period;  capital under local management was 40.864 trillion dongs, equaling 27.6% and rising 2.1% respectively.

Attracted FDI from beginning of the year to 20/4/2012 reached USD 4,267.1 million, equaling 68.5% from last year’ same period. Of which, the registered capital of 169 newly licensed projects was USD 3099 million, equaling 44.1% of licensed projects and 72.6% of the registered capital against the same period in 2011; additional registered capital of 73 times of projects licensed from previous years was 1168.1 million USD. The realized FDI in the first four months of this year was at an estimation of 3.6 billion USD, declined 0.3% from last year’ same period.

Of total registered FDI in all sectors in 4 months of this year, the manufacturing gained 2,374.3 million USD, including 1,623.4 million USD of 82 newly licensed projects and 750.9 million USD added capital; the real estate business: 1,576.5 million USD, including 1,200.1 million USD of 02 newly licensed projects and 376.4 million USD added capital; the transport and warehouse: 180 million USD of 01 newly licensed project.

Government revenues and expenditures

As estimated, total Government revenues from beginning of the year to 15/4/2012 reached 198.9 trillion dongs, equaling 26.9% of the yearly estimate, of which domestic revenues gained 127.9 trillion dongs, equaling 25.9%; from crude oil: 31 trillion dongs, equaling 35.7%; from export-import balance: 38.6 trillion dongs, equaling 25.1%. Of the domestic revenues, receiving from the state-owned enterprises accounted for 30% of the yearly estimate; from FDI enterprises (excluding crude oil) was 23.2%; from non-state industrial, commercial and service taxes was 24.8%; from taxes imposed on high-income persons was 28.2%; environment protection tax was 25.3%; other fees was 21.2%.

As estimated, total Government expenditures, from the beginning of the year to 15/4/2012 reached 234.2 trillion dongs, equaling 25.9% of the yearly estimate. Of which spending for investment and development was 46.9 trillion dongs, equaling 26% (spending for capital construction only was 45.6 trillion dongs, equaling 26.2%); for economic and social development, national defense and security: 157.5 trillion dongs, equaling 26.2%; for paying debts and aids: 29.9 trillion dongs, equaling 29.9%.

Trade, prices & services

Total retailed sales of consumer goods and services

As estimated, four months’ total retailed sales of consumer goods and services reached 762.2 trillion dongs, up 21.6% from last year’ same period, and it would be 6.1% if the factor of price rise were excluded. Of which, the trade business gained 593.4 trillion dongs, accounted for 77.9% of the total and up 20%; the hotel and restaurant reached 87.7 trillion dongs, accounted for 11.5% and up 23.4%; the service achieved 73.8 trillion dongs, accounted for 9.7% and up 35.1%; the tourist reached 7.3 trillion dongs, accounted for 0.9% and up 13.2%.

Exports-Imports

Generally, four months’ export turnovers reached 33.4 billion USD, up 22.1% from last year’ same period, of which the domestic economic sector gained 12.8 billion USD, up 4.3%; and the FDI sector achieved (including crude oil) reached 20.6 billion USD, up 36.4%.

About markets for exportation in 4 beginning months, EU was the largest one with 5.7 billion USD, accounted for 17.1% of total export  turnovers and rose 20.2% from the same period in 2011; next came to the United States with nearly 5.7 billion USD, accounted for 16.9% and rose 17.5%; ASEAN with 4.9 billion USD, accounted for 14.7% and rose 16.6%; Japan with 4.3 billion USD, accounted for 12.7% and rose 51.3%; China with 3.8 billion USD, accounted for 11.3% and rose 24.6%; Republic of Korea with 1.7 billion USD, accounted for 5.1% and rose 7%...

Generally, 4 months‘ import turnovers reached 33.6 billion USD, up 4,4% from the same period in 2011, of which the domestic economic sector reached 16.1 billion USD, reduced 11.9%; the FDI sector reached 17.5 billion USD, rose 25.9%.

About markets for importation, China was still the largest one with estimated 7.9 billion USD, accounted for 23.5% of total import turnovers and rose 11% from last year‘ same period ; next came to ASEAN with 6.6 billion USD, accounted for 19.7% and declined 1.2%; Republic of Korea with 4.5 billion USD, accounted for 13.4% and rose 13.4%; Japan with 3.5 billion USD, accounted for 10.4% and rose 11%; EU with 2.4 billion USD, accounted for 7.2% and rose13.3% respectively.

Four months‘ deficit was 176 million USD, equaling 0.5% of total export turnovers.

Consumer price indexes (CPI)

April’s CPI rose slightly 0.05% from March. This was mainly due to rapid decrease in CPI of big density group of catering and related services which decreased by 0.8% (grain food reduced 1.69%; foodstuff reduced 0.87%). Groups of goods and services with CPI rising over 1% were: transport up 2.67%; education up 1.63%. Remaining groups with CPI below 1% or decreased include garments, hats and footgear up 0.56%; family appliances up 0.53%; culture, entertainment and tourism up 0.27%; medicines and health care up  0.25%; drinks and tobacco up 0.2%; housing and construction material down 0.44%; postal and communication service down 0.01%.

CPI in April 2012 rose 2.6% from 12/2011 and 10.54% from last year’ same period. Average CPI in 4 beginning months of this year rose 14.57% from that in the same period in 2011.

April’s gold index reduced 2.62% from March, 3.50% from 12/2011 and rose 15.89% from last year’ same period. April’s USD fell 0.07% from March; 1.06% from 12/2011 and 0.85% from the same period in 2011.

Carriage of passengers and cargos


Four months’ passenger carriage was at an estimation of 1,089.2 million participants, rose 14.7% and 45.9 billion passengers-kilometers, rose11.9% from the same period in 2011. Of which central transport gained 15.7 million participants, up 10.1% and 10.7 billion passengers-kilometers, up 9.4%; local transport reached 1,073.5 million participants, up 14.9% and 35.2 billion passengers-kilometers, up 12.6%. Land transport reached 1,009.6 million participants, up 15.8% and 34.5 billion passengers-kilometers, up 13.2%; river transport reached 68.6 million participants, up 0.5% and 1.5 billion passengers-kilometers, up 1%; air transport reached 5.4 million participants, up 4.1% and 8.5 billion passengers-kilometers, up 9.6%; rail transport reached 3.7 million participants, up 5.8% and 1,3 billion passengers-kilometers, up 6.2%; sea transport reached 2 million participants, up 1.4% and 112.1 million passengers-kilometers, up 1.7%.

Four months’ cargo carriage was at an estimation of 288 million tons, rose 11.1% and 66.3 billion tons-kilometers, reduced 5.1% from last year’ same period, of which the domestic transport gained 275.8 million tons, up 12.4% and 25.5 billion tons-kilometers, up 3.2%; the overseas transport reached 12.2 million tons, down 8.5% and 40.7 billion tons-kilometers, down 7.2%. Land transport gained 227.4 million tons, up 13.8% and 12.2 billion tons-kilometers, up10.7%; river: 43.4 million tons, up 5.1% and 4,6 billion tons-kilometers, up 4.8%; sea: 14.8 million tons, down 10.8% and 48.1 billion tons-kilometers, down 9.9%; rail: 2.3 million tons, down 9.5% and 1.2 billion tons-kilometers, down10.7%.

Postal and communicational services

Four months’ number of new telephone subscribers was at an estimation of 3.5 million, rose 20% from last year’ same period, including 10,200 desk telephone subscribers, equaling 38.1% and 3.5 million mobile phone subscribers up 20.8%. The number of telephone subscribers over the country as end of 4/2012 was at an estimation of 134.4 million, up 2.5% against last year’ same period, including15.3 million desk telephone subscribers, down 1.7% and 119.1 million mobile phone subscribers, up 3.1%.

The number of broadband internet subscribers as of end of 4/2012 was at an estimation of 4.4 million, rose 20.4% from last year’ same period. The number of internet users as of end of this period was at an estimation of 32.2 million, rose 13.9% from the same period in 2011. Four beginning months’ total postal and communicational service net income was at an estimation of 45.8 trillion dongs rose 13.7% from last year’ same period.

International visitors to Viet Nam

International visitors to Viet Nam in 4 beginning months were at an estimation of  2,493,700, rose 22.9% from last year’ same period. Of which, visitors coming for tourist purposes were 1,482,600, up 23%; for business purposes 429,500, up 26.7%; for visiting relatives 441,500, up 20.6%.

Social issues


Farmers’ hunger

The country, in April 2012, had 61,300 households suffered from food shortage, accounted for 0.6% of total agricultural households, in proportion to 261,000 hunger persons, accounted for 0.5% of total agricultural members. In comparison with 2011, hunger families decreased by 16.7% and hunger persons by 20.2%. To overcome the problem, all administrative levels since the beginning of the year have supported hunger households 19,600 tons of food and 22.4 billion dongs, in April only nearly 2,000 tons of food was provided to difficult families.

Epidemic diseases and food poisoning

Generally, the country in 4 months had 28,200 cases of foot, hand and mouth disease (18 died); 10,300 cases of hemorrhagic fever (7 died); 72 cases of typhoid; 116 cases of viral encephalitis and 15 cases of meningococcal disease(2 died).

More 1,800 cases found infected with HIV in the month, bringing total HIV-infected persons over the country as of mid-April 2012 to 253,700, of which 103,500 cases turned to AIDS and nearly 53,000 persons died of AIDS.

Generally, in 4 months, there were 26 cases of food poisoning, infecting 1,300 persons, of which 7 died.    

Traffic accidents

Generally, the country in 3 beginning months had 2,746 cases of traffic accidents, killing 2,426 persons and injuring 2,029 others. As compared to the same period last year, cases of traffic accident decreased by 22.8%; the death by 19.2% and the injured by 26.3%. On average, each day in 3 beginning months of this year, the country had 30 cases of traffic accidents, killing 27 persons and injuring 22 others.

Damage by calamity

Calamity occurred in the month made 6 persons died and gone missing; 50 persons injured; over 400 houses collapsed and swept away; 6,600 houses flooded, blew off and up; 33,500 ha of rice and vegetables damaged, of which 7,500 ha suffered complete loss and 26,000 ha were inundated and damaged. Total value of damage caused by calamity in April was at an estimation of nearly 139 billion dongs, damage by typhoon No.1 only was 126.7 billion dongs.

Fire, explosion and environmental protection

In 4 beginning months, the country had 462 serious cases of fire and explosion which killed 19 persons and injured 44 others. Damages were nearly 314 billion dongs.

Also in April, 194 cases found violated environmental sanitary in 19 provinces and cities, of which 60 cases were found in HCM City and Dong Nai. 78 violated cases were treated with total over one billion dongs of fines.
